An Interpretation of the Meng Hexagram from the Standpoint of the Child Welfare Policy

Abstract
This study aims to interpret the Meng Hexagram from the metaphysical or philosophical Book of Change and highlights the core of traditional Korean thought adopted from Confucianism from the point of view of child welfare policy. For the purpose, this study develops and uses a framework based on the moral and ethical interpretation of the Book of Change and refers to recent relevant research results. This study incorporates descriptive research methods utilizing existing literature. Implications of the Meng Hexagram regarding child welfare policy are identified as follows: the pursuit of a universal child welfare policy responding to the social changes, enhancement of concerns and consideration of social leaders to accomplish the policy, establishment of the goal of the policy based on the social consensus and confidence in the success of the policy. Such implications will contribute to seeking a desirable child welfare policy. The Book of Change provides sufficient clues which can be positively utilized in our society. The Book of Change, which contains the Meng Hexagram, represents an important aspect of our human heritage which we need to highlight and actively utilize in developing social welfare policies.
